Idaho aprueba una declaración a favor de un proceso en Euskal Herria
BOISE-. Según informa el boletín de cultura y diáspora vasca, Euskalkultura.com, la declaración institucional aplaude la decisión de ETA de declarar un alto el fuego permanente y mustra su apoyo a un eventual proceso de paz.
“La declaración, que en su paso previo ya había logrado la aprobación unánime de la Cámara de Representantes-La declaración institucional fue aprobada por la mayoría de la cámara según informa el diario “Idahostatesman”-, ha sido impulsada por el diputado Carlos Bilbao, y ha contado con el respaldo de Pete Cenarrusa, ex-secretario de Estado y una de las personalidades más respetadas de la comunidad vascoamericana”, añade Euskalkultura.com.
Mediante esta declaración, los legisladores de Idaho se muestran a favor de “promover el cese de la violencia y lograr una paz duradera en Euskal Herria y en toda Europa”. El Estado de Idaho, prosigue la declaración, “extiende su aliento y apoyo en los esfuerzos en curso para establecer un proceso que logre una paz duradera, de acuerdo con un proceso de votación democrático” que “logre un nivel adecuado de autonomía gubernamental para Euskal Herria”.
Tras su aprobación la declaración ha sido remitida a la oficina del Secretario de Estado, cargo que ocupa el vascoamericano Ben Ysursa. En los próximos días esta oficina se encargará de dar curso a la petición de ambas Cámaras y hará llegar la declaración a las autoridades a las que está dirigida: “el Senado y la Cámara de Representantes del Congreso de los Estados Unidos, el presidente del Gobierno autonómico y los primeros ministros de España y Francia”.
Declaraciones de 1972 y 2002
Euskalkultura.com recuerda, asimismo, que no es la primera vez que el Estado de Idaho aprueba declaraciones relativas al conflicto político que vive Euskal Herria.
“Ya en el año 1972 ambas cámaras idahoenses aprobaron una declaración (Senate Joint Memorial No. 115), ‘condenando el gobierno de Francisco Franco en España y exhortando a la paz y la democracia en Euskal Herria’. Más recientemente, en 2002, aprobaron por unanimidad una declaración en la que el Estado de Idaho mostraba ’su oposición a toda violencia en Euskal Herria, haciendo un llamamiento a la convocatoria de un Proceso de Paz’. Este memorial expresaba además el ‘apoyo de Idaho al derecho de los vascos a la autodeterminación’”, añade el boletín de cultura y diáspora vasca
La declaración de 2002 motivó la airada respuesta del embajador español en los Estados Unidos, Javier Rupérez, que dió lugar a la intervención de la entonces Consejera de Seguridad Nacional Condoleeza Rice y creó una polémica internacional.
“La reacción del embajador español hizo que una declaración no vinculante de un pequeño estado del oeste obtuviera más eco del que de otro modo hubiera obtenido”, recordaba ayer Dave Bieter, alcalde de Boise, que fue junto a Pete Cenarrusa el impulsor de aquella declaración.
Bieter estima que la declaración impulsada ahora por Bilbao va en la misma línea que las dos anteriores. “Apuntar un hecho tan importante y elogiar los esfuerzos de los tres gobiernos, el vasco, el español y el francés, constituyen un magnífico sentimiento a expresar en este momento. Creo que es muy adecuado como continuación de aquella declaración”.

TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE UNITED STATES IN CONGRESS ASSEMBLED, AND TO THE CONGRESSIONAL DELEGATION REPRESENTING THE STATE OF IDAHO IN THE CONGRESS OF THE UNITED STATES, THE PRESIDENT OF THE GOVERN- MENT OF THE BASQUE AUTONOMOUS REGION OF SPAIN, THE PRIME MINISTER OF SPAIN, AND THE PRIME MINISTER OF FRANCE.
We, your Memorialists, the House of Representatives and the Senate of the State of Idaho assembled in the Second Regular Session of the Fifty-eighth Idaho Legislature, do hereby respectfully represent that:
WHEREAS, during the early part of the twentieth century, a wave of Basque immigrants left the Basque region of northern Spain and southern France to come to Idaho and other states of the American West; and
WHEREAS, the state of Idaho has long been known as the North American center of the Basque population and many citizens of this state have kept closeties to the homeland of their forefathers in the Basque region of Spain and France; and
WHEREAS, from the time of the government of Francisco Franco of Spain until the present, the Basque Homeland has experienced decades of terror and violence in large part due to a group organized under the name of Euskadi ta Askatasuna (ETA); and
WHEREAS, in the year 1972, the Second Regular Session of the Forty-first Idaho Legislature adopted Senate Joint Memorial No. 115, condemning the government of Francisco Franco of Spain and urging peace and democracy in the Basque Homeland of Spain; and
WHEREAS, in the year 2002, the Second Regular Session of the Fifty-sixth Idaho Legislature adopted Senate Joint Memorial No. 114, which condemned ETA and all other terrorist organizations operating in the world and expressed strong support for an immediate end to violence in the Basque Homeland and for the establishment of peace through all lawful means; and
WHEREAS, Senate Joint Memorial No. 114, 2002, condemned all acts of terrorism and violence committed by any and all organizations and individuals within the Basque Homeland and throughout the world, such as ETA; and
WHEREAS, on March 22, 2006, ETA announced that it is permanently ending its campaign of violence and laying down its arms; and
WHEREAS, the governments of the Basque Autonomous Region and Spain have vigorously and endlessly opposed violence in the Basque Homeland and have engaged in an active effort to end the violence and establish a lasting peace.
NOW, THEREFORE, BE IT RESOLVED by the members of the Second Regular Session of the Fifty-eighth Idaho Legislature, the House of Representatives and the Senate concurring therein, that the state of Idaho recognizes ETA’s decision to lay down its arms and commends and congratulates the governments of the Basque Autonomous Region and of Spain and all other parties in Spain and France for their actions to promote the cessation of violence and to achieve a lasting peace in the Basque Homeland and all of Europe.

BE IT FURTHER RESOLVED that the state of Idaho extends its encouragement and support to these governments in their ongoing efforts to establish a process to bring a lasting peace in accordance with the democratic voting process, as well as enhance an appropriate degree of governmental autonomy for the Basque Homeland of Spain.
BE IT FURTHER RESOLVED that the Chief Clerk of the House of Representatives be, and she is hereby authorized and directed to forward a copy of this Memorial to the President of the Senate and the Speaker of the House of Representatives of Congress, and the congressional delegation representing theState of Idaho in the Congress of the United States, the President of the Government of the Basque Autonomous Region of Spain, the Prime Minister of Spain, and the Prime Minister of France.
STATEMENT OF PURPOSE

This memorial recognizes the historic event of the Basque
terrorist group, ETA, permanently ending its campaign of terror
and violence in the Basque Homeland of Spain and Europe. It
further recommends and congratulates the governments of the
Basque Autonomous Region and of Spain and all other parties for
their actions to end violence and bring a lasting peace to the
Basque Homeland of Spain. Finally, it offers the State of
Idaho’s support to these governments to establish a process for
bringing a lasting peace and an appropriate measure of
governmental autonomy to the Basque Homeland of Spain.
